Call for Quotations to Prepare an Annual Analytical Survey and Report on Mediation Issues for the Year 2025
ACT Conflict Resolution Organization announces its intention to solicit quotations for the task of preparing an annual analytical survey and report on mediation issues for the year 2025.
The purpose of this survey is to enhance understanding of the practical reality of mediation in the Palestinian context, including Jerusalem and the Gaza Strip, with a focus on how mediation can support access to justice and peaceful, inclusive dispute resolution. The survey will map institutions working in the field of conflict resolution—particularly those engaged in mediation—in Jerusalem and Gaza.
It aims to collect and analyze information on cases handled during 2025, focusing on patterns, challenges, and opportunities for developing the field. The survey will also take into account the specific needs of women and marginalized groups to ensure inclusiveness and relevance for future program development.
I. Reference Framework of the Assignment
Mediation occupies a prominent place among dispute resolution mechanisms, offering flexible and effective alternatives that respond to the nature of community and civil disputes. It fosters dialogue and consensus, enhancing opportunities for sustainable solutions that respect human and social relationships between parties.
Given the growing need for a more organized and analytical reading of mediation practices, ACT seeks to prepare a specialized survey and annual analytical report covering mediation cases in 2025. This will be based on information and data collected from institutions working in conflict resolution—especially mediation—in Jerusalem and Gaza, to build a clearer picture of the types of cases, mechanisms used, and key obstacles, gaps, and needs in this field.
1. Description of the Assignment
- Conduct a survey of institutions working in conflict resolution, focusing on mediation institutions in Jerusalem and Gaza.
- Collect and analyze information on mediation cases handled during 2025, including type, context, outcomes, implications, challenges, etc.
- Prepare an analytical report on 2025 including key findings, trends, and recommendations.
2. Objectives
- Identify institutions working in conflict resolution and mediation within the target scope.
- Collect data on mediation cases handled during 2025, including marginalized groups.
- Analyze the nature, patterns, and challenges of these cases.
- Identify gaps and needs for more effective mediation work.
- Provide practical recommendations for developing future programs and interventions.
3. Scope of Work
- Prepare a list of target institutions and classify them by type of work.
- Engage with institutions and collect data using appropriate tools.
- Monitor and analyze mediation cases by type, context, challenges, and general outcomes.
- Analyze institutional interventions, mechanisms used, and existing gaps.
4. Required Tasks
- Develop a clear methodology and implementation plan.
- Design appropriate data collection tools.
- Conduct the survey and collect data from target institutions.
- Analyze information and prepare a first draft of the report.
- Incorporate feedback and deliver the final report.
5. Expected Methodology
- Preliminary review of relevant materials.
- Conduct interviews and/or surveys with included institutions.
- Collect and analyze qualitative and/or quantitative data.
- Professionally draft findings and recommendations.
6. Required Outputs
- Inception report.
- Data collection tools.
- List of institutions included in the survey.
- Organized summary of collected data.
- First draft of the report in Arabic.
- Final version of the report in Arabic.
- Summary of key findings and recommendations in both Arabic and English, with a visual element.
7. Content of the Final Report
- Introduction and methodology.
- Overview of target institutions.
- Presentation and analysis of mediation cases in 2025.
- Key trends, challenges, and gaps.
- Conclusions and recommendations.
II. Required Qualifications
Applicants must have:
- Proven experience in preparing studies, research, or analytical reports.
- Practical experience in conducting surveys, data collection, and analysis.
- Good knowledge of mediation, conflict resolution, alternative justice, or related fields.
- Strong ability to prepare professional analytical reports in Arabic.
- Preferably, prior experience working with civil society institutions or in the Palestinian context, especially Jerusalem and/or Gaza.
III. Submission Requirements
Applicants must submit the following documents:
1. Technical Proposal including:
- Understanding of the assignment and objectives, proposed methodology, tools, data collection mechanisms, work plan, and timeline.
- Relevant previous experience.
- CV of the expert or profile of the applying entity.
2. Financial Proposal including:
- Submission in US dollars.
- Inclusive of tax (for individuals or companies, as applicable).
- Valid for one month from submission date.
IV. Evaluation Criteria
- Technical evaluation: 60%
- Financial evaluation: 40%
V. Duration
The study must be completed within four weeks from the date of contract signing.
VI. Financial and Administrative Arrangements
Upon acceptance, the applicant must provide:
- Copy of personal ID (for individuals).
- Copy of company registration certificate (for companies).
- Updated withholding tax certificate; if unavailable, 10% income tax will be deducted in accordance with Palestinian law.
- Payment will be made by check issued to the primary beneficiary in US dollars, or by bank transfer, upon receipt of a tax invoice (if applicable) or financial claim as per regulations.
VII. Supervision and Coordination
The researcher will work under the direct supervision of ACT’s team, with regular coordination to ensure outputs align with the institution’s objectives.
