ACT Conflict Resolution invites experienced and interested individuals and organizations to submit technical and financial proposals for the implementation of community initiatives in the Gaza Strip. These initiatives focus on Alternative Dispute Resolution (ADR) mechanisms—specifically mediation and arbitration—to raise community awareness and foster a culture of peaceful conflict resolution.

This announcement is part of ACT's ongoing commitment to promoting ADR, particularly given the increasing need in the Gaza Strip for effective, practical alternatives to traditional litigation. These initiatives aim to address disputes through constructive, peaceful methods that are responsive to community needs, ultimately mitigating conflict escalation and strengthening social cohesion and stability.

I. Objectives

  • The initiatives aim to disseminate the culture of ADR by:
  • Introducing the importance and roles of mediation and arbitration.
  • Encouraging community acceptance and adoption of these methods.
  • Strengthening social fabric through the values of dialogue, understanding, and mutual respect.

II. Eligibility

Applications are open to:

  • Individuals: Those with proven experience in designing and executing community-based initiatives.
  • Civil Society Organizations (CSOs): Relevant organizations with a track record in community initiative implementation.

III. Timeline

The implementation period is four (4) weeks starting from the date of contract signing.

IV. Scope of Work

Proposals must focus on awareness-raising and educational interventions regarding mediation, arbitration, and ADR in Gaza. Submissions must clearly outline:

  • The proposed concept and the specific problem it addresses.
  • Primary objectives and target groups.
  • Planned activities, expected outcomes, and measurable community impact.

V. Technical Proposal Requirements

Applicants must submit a detailed technical proposal using the official approved template, covering:

  • Background and problem statement.
  • General and specific objectives.
  • Implementation methodology and geographic location.
  • Project timeline, expected results, and success indicators.
  • Risk assessment and mitigation strategies.

VI. Financial Proposal Requirements

Applicants must submit a comprehensive financial bid in USD. The bid must be inclusive of all costs required for implementation, including taxes and any related administrative expenses.

VII. General Terms & Conditions

  • Compliance: Applications must strictly follow the provided template and include all required data fields.
  • Documentation: A CV of the applicant (individual or organization) must be attached. Applicants must demonstrate the technical and administrative capacity to deliver the project within the 4-week timeframe.
  • Submission: Proposals must align with the objectives stated in this call and be submitted within the specified deadline.
  • Right to Reject: ACT Conflict Resolution reserves the right to disqualify any application that does not meet the specified requirements.
